Recently, the National Development and Reform Commission and the National Energy Administration issued a circular to launch a special campaign for power supply quality improvement. The initiative coordinates local competent authorities, power grid enterprises, power consumers, industry associations and other stakeholders to meet new power quality requirements brought by the upgrading of traditional industries, cultivation of emerging industries and forward-looking development of future industries, with a focus on addressing voltage sags.
Driven by the ongoing technological revolution and industrial transformation, high-sensitivity industries including chip manufacturing, biomedicine, precision processing, new energy vehicles and computing infrastructure are developing rapidly. Digital and intelligent transformation is also accelerating in traditional sectors such as petrochemicals. These industries demand stringent power quality; minor power disturbances may trigger production line shutdowns, product scrapping and even equipment damage. The special campaign targets prominent existing challenges and future development needs. It will facilitate efficient government-enterprise coordination, boost power grids’ service capacity, foster a market-oriented service system, and establish a power quality governance framework featuring clear responsibilities, efficient collaboration and targeted services.
The campaign sets core objectives: full coverage of terminal power quality monitoring for new productivity-related enterprises sensitive to power disturbances, and substantial mitigation of production disruptions caused by voltage sags on key power supply lines.
Key measures are outlined as follows:
· Guide local development and energy authorities to strengthen overall coordination and policy guidance, clarify responsibilities of all parties and optimize the standard system.
· Require power grid companies to implement source-side prevention, optimize power grid layout, improve line insulation, lightning protection and disaster resistance, and deploy intelligent technologies for rapid fault isolation and load transfer to minimize impacts on end users.
· Encourage enterprises to adopt proactive power quality management by installing UPS, DVR and other mitigation equipment to enhance production lines’ immunity against voltage sags.
· Leverage expertise from industry associations and research institutes to build a shared power quality monitoring data platform, release typical cases and technical guidelines, and shift the operation mode from reactive emergency repairs to proactive prevention.
In addition, China will accelerate the formulation and revision of essential standards concerning voltage sag monitoring and hierarchical management. High-standard power supply demonstration parks with international competitiveness will be built in key regions to achieve “zero equipment disturbance, zero production loss and zero enterprise impact”, lifting overall regional power supply quality through demonstration effects.
The three-year special campaign will be fully implemented by the end of 2028. It will consolidate power support for the development of new productive forces, resolve power-related operational risks for enterprises, and deliver safer and more efficient power supply to underpin high-quality economic and social development.
