Fueled by the rapid growth of emerging industries such as high-end manufacturing, data centers, precision processing and biomedicine, as well as the digital and intelligent transformation of traditional industries, China’s power consumption standards have been upgraded from basic power access to high-stability and high-purity power supply. The large-scale integration of new energy and widespread use of power electronic equipment have brought increasingly complex power quality challenges. To adapt to the construction of the new power system and support high-quality economic development, Chinese authorities have officially released the Special Action Plan for Comprehensively Improving Power Supply Quality (2026–2028), shifting the power supply strategy from simple quantity guarantee to coordinated improvement of power supply reliability and power quality.
As China’s first systematic special policy targeting power supply quality optimization in the power industry, the plan abandons the traditional passive rectification mode and builds a full-chain governance system including source prevention, whole-process supervision and long-term standardized operation. It comprehensively optimizes power grid planning, refined operational management and industrial standard systems. For the first time, it clearly defines the respective responsibilities of governments, power grid enterprises and end users, establishing a closed-loop collaborative governance framework. It also promotes industrial development through technological innovation, benchmark demonstration construction and market opening.

The implementation of the plan effectively solves major bottlenecks in current power quality management and cross-party coordination. By improving the full-life-cycle power quality control system, clarifying multi-party responsibilities and stimulating market vitality, it can fully meet the high-precision power demand of high-end industries. It provides solid, high-quality power support for industrial upgrading and real economy development, and further boosts the construction of a new-type power system and a robust modern energy system.
